I am not sure I understand completely what Xvfb or xvfb-run are supposed to do (except for not crashing with an error message, of course), but it seems to me that Xfvb *is* an X server, so it would not need to start Xquartz. But apparently it needs to acquire root privileges for creating /tmp/.X11-unix when this directory does not exist, and creating a socket inside.
