I disagree. You have to decide once whether you want 
mysql/openssh/etc. etc. to load at startup or not in any case. What 
you suggests just means turning this into a question asked during 
build time.

But this should *not* be done, as it violates the rule "no user 
interaction during build/install if at all possible". Also note that 
the postinst/prerm scripts do cover the daemonic stuff, i.e. they 
honor whether you had the package enabled previously or not.
