No, it is -- it's just a *huge* download (200+ mb for the Dec2001 version,
not sure about the recent update) that you get access to for free with a
free developer's account from http://connect.apple.com/. Paying members
seem to get access to it sooner, but non-paying members get their turn
too.

Indeed, they are crucial. Packages won't build without 'em, as everything
has to be able to build from downloaded source code.

I can't make any OSX book recommendations, but certainly a good Unix
manual wouldn't be a bad thing for what you want to do. My personal
favorite is _Unix Power Tool_ (multiple authors, published by O'Reilly).
It gives a comprehensive overview to, well, everything.

Just stay away from anything that doesn't explain symlinks. ;)
