Did you type "rehash"?  You need to do that after installing something 
from fink (in tcsh). Or open a new terminal window.

sw/bin/xemacs is part of the "xemacs" package which you removed.

you can do

dpkg -L xemacs-sumo-pkg

  to see what an installed package installed. For a not-installed 
package you can do:

dpkg -c /sw/fink/debs/xemacs_21.5.4-3_darwin-powerpc.deb
