One possible source for confusion is the wording in the xemacs-sumo-pkg
info file

   All xemacs packages together

I am CC'ing the xemacs maintainer, because this has confused people
before and should be changed IMHO. This sumo thing is *not* a kind of
bundle-xemacs package.

The word "packages" here is used in the sense of xemacs packages, i.e. a
kind of plugins that live in /sw/lib/xemacs/xemacs-packages. This is not
the same as the fink packages for xemacs, namely

   xemacs
   xemacs-base-pkg
   xemacs-efs-pkg
   xemacs-sumo-pkg

The xemacs-sumo-pkg contains everything from the xemacs-base-pkg
xemacs-efs-pkg packages plus a lot more, but it does *not* contain the
"xemacs" package which provides the xemacs binary and is actually the
principal package here.

So you need to install xemacs, too.

In fact, I think it is a bug that you need to be told about it. That's
what dependencies are for. The xemacs-*-pkg packages should depend on
the xemacs package.
