I'm still not too sure what your goal is: are you trying to avoid Fink
entirely?  Or do you just want to install in /usr/local?  (I hope you
are aware that you could in fact do that using Fink if you wanted to...)

In any case, you can get probably get some important clues by reading
the .info and .patch files for the corresponding Fink package.  For
example, I read in the DescPort section of aspell-0.50.2-1.info the
phrase "shared libs don't build, so they are disabled in configure."
and in fact the Fink package passes the flag --disable-shared to aspell
for configure.  That might address one of the problems you are having.

Now, just telling us "it can't find the dev files" is usually not enough
information.  There are many things which could cause that, and seeing
the actual error message you received might help people debug your problem.
So I suggest providing more information about the errors you are seeing.

Please don't be surprised or offended, though, if you don't get a lot of
help from this list.  The Fink developers have spent a lot of time solving
these problems already within the Fink system, whereas you are avoiding
the Fink system, so they might choose to spend their time helping folks
who are already taking advantage of the work they have done by using
their packages.
