The answer is yes, but it requires some effort and depends how you are
downloading the packages.  There are a few options:

1)  You can burn /sw onto a CD or  DVD and then just copy it to the other
computer:  this copies all the files and the package database as well.
This works until /sw is too big for the medium.  Another similar option is
to copy /sw to a large removable hard drive.

2)  If you are using the source distribution, then you can download the
appropriate source files to some media and copy them into /sw/src on the
offline computer.

3)  If you are willing to go through some tedious effort, you can install
the binaries manually.  This is tedious because if you install some
package A that requires B, instead of B getting installed, you get an
error message, and then you have to install B yourself, followed by A.

There are some other methods, too.
