I think you're wrong, the CVS/Root file, if it already existed from a
different archive, would set an incorrect value for CVSROOT. It would be
a correctable problem, by explicitly using the -D option to cvs, so as to
force the correct CVSROOT regardless of the value in CVS/Root.
If I get an extra moment today, I'll post some diffs to prove this.
Don't bother, the code says: $descdir = "$basepath/fink"; chdir $descdir or die "Can't cd to $descdir: $!\n"; ... and then it runs your cvs command.
Sourceforge has set up a system which puts limits on anonymous cvs access, it bites quite often and the only thing to do is to keep trying.
