Ok I checked /usr/bin and found out the only emacs I have is emacs-21.1. I then created a link emacs to it and rebuilt gettext. This time it worked.
Since I didn't have emacs/xemacs installed via Fink - the OS X Emacs I have was pulled and built from emacs CVS, I would imagine my /usr/bin/emacs-21.1 is not from Fink.
