I did some playing around, and the message is the same one that GIMP does when the file is unsupported (like it says), but not when it can't find a graphics library.

How did you do the reinstall? If you used "fink reinstall", then the problem might be that something got goofed up in the initial build. You can use "sudo apt-get install --reinstall gimp-shlibs gimp" to get one from the binary distro.

Here's something to try: run the Console utilty:(in the Utilities folder of /Applications) and then run GIMP and try to open a file.
