We did it!

Removing the files you suggested didn't solve the problem, so I removed GIMP with Fink and then did a Mass Destruction of anything on the system that contained "gimp" (except the .png files and that sort of thing). Then, I updated my Fink installation and installed GIMP from scratch with Fink Commander. The missing files appeared in the /sw/etc directory, the configuration went correctly, and it imports pictures now.

Thanks VERY much for your help. I couldn't have done it without you.

That's odd: those files should indeed be part of the gimp package. Go ahead and try deleting /sw/etc/gimp/1.2/ and do a reinstall. If that fails, then you may have a bad .deb file for gimp.

In this case, you'll want to go into

/sw/var/cache/apt/archives as well as

sw/fink/dists/10.2/main/(un)stable/main/binary-darwin-powerpc/graphics

and

/sw/fink/debs

and delete any gimp deb files (but not necessarily those one for gimp-shlibs) with "sudo rm" Then try the same binary install method again.

I guess what happened is that I forgot that "apt-get install --reinstall" uses debs on your system just like "fink install" does.

On checking /sw/etc/gimp/1.2/, I see that the only file there is gimprc. I suspect this is the problem, but where do the files in that directory come from? Shouldn't they have been installed with the GIMP installation? I'm tempted to delete that entire directory and reinstall GIMP with Fink, but am not sure that's the thing to do.
