You still need ghostscript to use latex2html, whether or not you are using X. My own preference for teTex is to use Gerben Wierda's i-Installer and TexShop, available at:

http://www.uoregon.edu/~koch/texshop/texshop.html

You should remove the Fink teTex installation before doing the manual install. After the manual install, you're ready to use Fink.

In Fink, install 'system-tetex' and 'system-ghostscript8', which are placeholder packages for a manually installed teTex and ghostscript, respectively.

Then, use Fink to install latex2html.
