Now that Apple's X11 will be included as a standard part of Panther, I was wondering if the option has been considered to move Fink's version under /sw.

This would seem consistent with Fink's philosophy of touching nothing outside its own tree except where absolutely necessary (e.g., the added Netinfo users).

Is there any reason left to treat X11 differently from the BSD subsystem, etc., where Fink lets us update to the the newest and latest programs without removing Apple's stock versions?
