Just install he cvs package from Fink (e.g. "fink install cvs"):

fink list cvs
Information about 2983 packages read in 3 seconds.

 i   cvs                        1.11.5-1             Version control system

This gets installed in /sw/bin and thus is ahead of Apple's cvs in your
PATH, and so it bypasses the system version.

I feel a little slow asking this, but what exactly do you mean 
"installing the fink cvs package". I thought that running the fink 
selfupdate -cvs updated from the cvs?
Do I need to change my configuration of the fink installation I have or 
wipe it and install it another way?
Or do I need to bypass the inherrent cvs pkg that apple installs (or 
broke with 10.2.8)? Upon rereading your messge a couple of times, 
that's what I'm leaning toward. So, how does one do that exactly? :)
