It may be buried in the emacs flavor installation script (/sw/lib/emacsen-common/emacs-package-install). I haven't had a chance to look at it yet.

/sw/var/lib/emacsen-common isn't set up during the initial install, but presumably should be created when you install an emacs package.

If it does exist, then maybe some permissions are wrong, e.g those of installed-flavors or those of /sw/var/lib/emacsen-common, ...
