The Trees line is a line of text in /sw/etc/fink.conf that determines
(together with the Distribution line) which package descriptions are
seen by fink. Read FAQ#4.8
http://fink.sourceforge.net/faq/usage-fink.php#unstable

I read the FAQ, but when I attempt to save the edited file, Mac OS X doesn't allow me to save anything in the sw directory. It wants to open the fink.conf file as a WorldText file.

What text editing program can I use to edit and save this file?

You need to have superuser privileges to save this file. This can be a little tricky if you want to do it with a GUI. Some editors like BBedit understand the situation and ask you for your administrator password when you want to save the file, others just give an error.

If you are familiar with one of the command line editors like pico, vi, or emacs, you can use sudo to get the right privileges like this

sudo pico /sw/etc/fink.conf

Saving is then allowed.
