You are doing nothing wrong (except for expecting too much, perhaps ;-) )

Yes. Eventually, all package descriptions are supposed to migrate to 10.3, but this takes time. you can help make it happen faster.

You can copy the package descriptions to your /sw/fink/dists/local/main/finkinfo directory (create it if it doesn't exist). Then try to build the packages. If you succeed, tell the maintainer about it, and if the maintainer doesn't respond, the list. If you run into problems, ask the list.
