Option 1 is the default because it comes first alphabetically.
Did you install the X11 SDK (an optional install from the XCode CD)? See
http://fink.sourceforge.net/faq/usage-packages.php#apple-x11-wants-xfree86.

Hi Group,
I recently updated to Panther, and installed Apple’s X11 package as well as packages on the Xcode CD. I also installed and selfupdate-d fink. I now want to install ethereal, which requires a working X11 system. Fink shows that the system-xfree86 placeholder is present.
I am trying to install ethereal, but get the following question and choices...
fink needs help picking an alternative to satisfy a virtual dependency. The
candidates:
(1) xfree86-base-threaded: XFree86 libraries, utilities, clients and data
(2) xfree86-base: XFree86 libraries, utilities, clients and data
(3) xfree86: XFree86 distribution
Option 1 is the default. The question is, which one is correct? I would like to continue using Apple’s X11 distribution for this and future fink packages. I searched mailing list archives, fink doc’s, etc. and found similar related issues, but not an answer that seems to fit this situation. Do you know what to do, in this case?
Thanks.
