I had a similar error and fixed it by using a later version of xml-parser:
$ fink list xml-parser
Information about 2572 packages read in 2 seconds.
i xml-parser-pm 2.34-12 Placeholder for versioned XML::Parser packages
xml-parser-pm560 2.31-6 Perl ext interface to XML parser/expat
xml-parser-pm580 2.31-2 Perl ext interface to XML parser/expat
i xml-parser-pm581 2.34-11 Perl ext interface to XML parser/expat
I originally had xml-parser-pm560, but removed it and replaced with 581 and then configure went through OK.
