See if you can find texc.pro.  On my system, also 10.2), with
fink's tetex, it's here:

    /sw/share/texmf/dvips/base/texc.pro

Try this:

    locate texc.pro

If that doesn't work, try this:

    find /sw -name texc.pro

It might also be instructive to try this:

    dpkg -S texc.pro
