i guess you are trying to download directly to the fink tree, right? you don't have write permissions as default. download the files to some other location and then move them to wherever you want - if you have up to date osx (10.3.4 as you write) it asks you to authenticate, alternatively use sudo if you're familiar with the terminal. also you could change permissions on the desired location to get permanent write permission. and finally may i ask: why would you want to download files manually anyway?
