I don't know for bitorrent files, I never used them, but I used p2p intensively, and yes, it was that bad, it consumes 30% of my bandwidth (even with limits) and 60-70% of my CPU and sometimes goes to the point the Apache Web server was not even accessible.

Well, while that might be true, it is the same for any other file somone
might download from such a shared medium and it is really beyong the
scope of Fink to care about it.
You care when it's of the Fink's web site, but you're about to offer something totally insecure, I don't grasp your point here, sorry.
