It looks like your fink install may be messed up, or at least the dpkg package. update-alternatives is part of dpkg, you might try to reinstall dpkg, with sudo dokg -i /sw/fink/debs/dpkg-[something]
replace [something] with whatever is the latest version of dpkg in that dir. (tab-complete)

Could be deeply messed up.
In debs dir, there is only 1 file - an alias.
All dpkg-[something] live in /sw/bin.
I used the confortable way - FinCommander - to (re) Install "dpkg" and I get the same - "dpkg" being said as "already the newest version" :

And I see at Fink Home that 0.7.1 is the last version (for Panther - which I run ).
