Well, then the problem isn't with sgmls-pm, but with opensp4. One quick option here is that the same version of opensp4 is available in the binary distribution, so you can install it from there:

This version of uri-pm581 is in the binary distribution too, but there's a newer one (because of this very problem, in part) in the stable distribution. Have you not run "fink selfupdate" recently? Actually I ran it last night, right before trying to install the new perl module!
