Hmmm...it may be that your extant Fink is so old that it doesn't recognize the existence of 10.3 then. Your PATH looks like it should run dpkg-deb if that were present, so I'd have to conclude that that's gone missing somehow.
I kind of hesitate to suggest it, but you may want to grab a snapshot of your installed packages (e.g. via "fink list -w200 i > ~/finkpacks.txt", rename or remove your existing Fink tree, then grab the current version of the Fink installer (0.7.1) and install a new Fink. Even if I could figure out exactly how to get you updated, I'd be willing to bet that you'd have to rebuild a bunch of stuff, and what you wouldn't have to rebuild is very likely in the binary distribution.

The other issue looks like a PATH problem, or a missing /sw/bin/dpkg-deb.
What do you get if you run
printenv PATH
in a terminal window?

I tried running the command suggested in the FAQs for dpkg-deb failures:
sudo /sw/var/lib/fink/prebound/update-package-prebinding.pl -f
but I get a command not found error, and checked and /sw/var/lib/ does not have a fink directory.
Can anyone help?

What OS version are you running? fink-0.17.1-1 isn't even allowed on 10.1, and is older than the latest binary versions for 10.2 and 10.3?
