Hum.. Where would I go to change the dependency. I'm not sure how tied to
the Debian project fink is, but I get the feeling this is something
registered with the original Debian package.

Fink only uses the same tools to make up its binary packages--dependencies and the like are not necessarily derived from Debian, as there's not a 1:1 correspondence between packages here and there.
You need to edit the BuildDepends line in the package description file:
/sw/fink/10.3/unstable/main/finkinfo/net/unison.info
I recommend copying this over to your local tree:
mkdir -p /sw/fink/10.3/localmain/finkinfo/net/
cp /sw/fink/10.3/unstable/main/finkinfo/net/unison.info /sw/fink/10.3/localmain/finkinfo/net/unison.info
Edit the version in your local tree, then run "fink index". Also make sure that you have local/main in the Trees: line of /sw/etc/fink.conf.
