Here it should see /usr/bin/emacs at least. For the record only (because I see that you worked around the problem already by installing and uninstalling Fink packages):
If you don't have /usr/bin/emacs, your system is not installed correctly. I cannot say which system package installs /usr/bin/emacs, but on all complete MacOSX systems I have seen, it is there.
There have been a couple of reports recently where people had the same problem as you, and they didn't have /usr/bin/emacs, didn't know why either, but got it back when they reinstalled some of the system packages (dev tools or BSD packages).
