Well, the issue is not that gnupg needs docbook, but something else that gnupg actually depends on, but wasn't in the dependency list, wants it to build.
gnupg was missing a *ton* of builddependencies, and failed to build at all in it's current incarnation on tiger unless you already happened to have a bunch of crypto stuff and one of the readline dev packages installed.
If you're really concerned about the build time, you can apt-get the rest of the dependencies, most likely, but this was a change that should have been made.
