It's still the maintainer's job to either clean up the bitrot or scrap the package. According to the cvs log, he introduced the new patch file that does not work 5 months ago.

It is because those pkgs were broken since so long that I've put on june 2 in my experimental tree my local files for debconf and its deps intltool-debian and po- debconf, e-mailing the maintainer
that he could use them.
(and also for vflib3 and tex-guy were the breakage was worse).

Also no news since then from the maintainer.
Should I commit them myself ?
