I suspect that the Fink package xemacs-sumo-pkg will take care of installing just about all of the necessary xemacs packages. I don't know why the maintainers decided to keep this a separate Fink package, so I won't try to argue otherwise. But xemacs has a de facto dependency on xemacs-sumo-pkg, and it would be nice if this were documented clearly somewhere.
