Check for references to rman, too, because xfig.1.html should have
been produced by rman. Also look whether your /usr/X11R6/bin/rman is
working and whether you have perhaps another rman in your PATH.

The first and only reference to xfig.1 is in the error message.
I did "where rman" and found copies in /sw/bin and /usr/X11R6/bin. I
deleted the fink-installed pkg using "fink remove rman". Now only the
/usr/X11R6/bin copy is reported.
[silver-ghost-stans-mac:~] ssanders% where rman
/usr/X11R6/bin/rman
[silver-ghost-stans-mac:~] ssanders% rman --version
PolyglotMan v3.0.8+XFree86
but the output of fink install xfig is the same as previously reported.
I have verified that rman is running by processing a manpage file,
converting it to html.
I'm flummoxed.
