That'd be because it's broken. I tried installing it, (OS 10.4.2,
XCode 2.1) and found the same thing. A bit of the build output follows:

If you remove Fink's bison, you get a lot of angry warnings, but it
builds. So the rdist package should probably have BuildConflicts: bison.
