Is anyone else experiencing this? It doesn't seem to matter which
mirror I attempt to use.
Yes. It happened to me, too. Try to take (4), here it fixes the
problem a few times.

Only if I choose (5) all downloads always starts.
I think 5 you could only choose in unstable tree.
