Interesting:  on my own 10.3/unstable testbed my fink-installed tar
links against /sw/lib/libiconv.2.dylib and the system's /usr/bin/tar
only demands a compat of 5.0.0 from libiconv.2.dylib.

The first thing that I'd do is verify which tar is getting run via "which tar".
