For rsync, you need TCP 873 outgoing, I believe there's an option for rsync to use a proxy (though I'm not sure fink knows about that yet). CVS pserver requires TCP 2401 outgoing. Fink will download sources via HTTP and FTP, and supports proxies for both--but if you have fink configured to use a "master mirror", then you likely won't need FTP.
