I don't know what the long-term solution is; maybe Fink needs to update all the Test modules. But the short-term solution for you would be to put the Test modules back to the version in which they came with the system. It is not only Test/Builder.pm that has changed, but also Test/Simple.pm and Test/More.pm (and maybe others I don't know of).
