I would call this a bug in the cpan system and in Apple's implementation 
of cpan. It should never be allowed to *overwrite* parts of 
/System/Library/Perl. /System/Library/Perl could be overwritten any time 
by a system update and leave your perl in a complete mess. Dumping 
third-party modules is what /Library/Perl is for, according to Apple's 
own philosophy. But they have sinned worse against this in the past 
already.
