It's pdftk itself that has the dependency:

 fink dumpinfo -fbuilddepends pdftk
Information about 6095 packages read in 6 seconds.
builddepends: gcc4, libwmf, libjasper1

and there is a runtime dependency, too:

$ fink dumpinfo -fdepends pdftk
Information about 6095 packages read in 3 seconds.
depends: gcc4-shlibs, libwmf-shlibs, libjasper1-shlib

And the latest unstable gcc4 is version 2:4.1.9999-20060610, so it's
technicallly a later vintage of gcc than the built-in one.

So it appears that the answer is that pdftk does indeed need something
from the gcc4 packages that isn't provided with the OS and
Apple-provided compilers.
