 Yes, but if said bindings application is built simultaneously as part
of the same build process as svn--that's what fink's Splitoffs
do--then as a user you won't see the difference.

The build-time dependencies for _every_ package that is built as part
of the build will be installed.  You can't build -just- svn in Fink
without building _all_ of the splitoffs.

So it was a "choice" rather than a "mistake" IMO.

It's certainly possible to divide things up differently--we've done it
for svn-1.4.x, as was indicated in my post.  The penalty paid on the
developer side is that there are now more package descriptions for the
maintainer to have to synchronize rather than just having one.
