A package gets moved to stable if the maintainer decides to move it, frequently as a result of having received positive feedback. We don't do official releases of contributed binaries: it's too hard to detect if packages link stuff from places they shouldn't, e.g. crosstalk from Macports. It's possible to share them in an unofficial capacity, though. Check out http://www.finkproject.org/doc/advanced/index.php -- Alexander K.
