This might be the problem, since the preferences that you define when running qtconfig are saved in ~/.qt/qtrc. Note that I have no insider information about the workings of qt, I am just observing what happens here on my machine. What you could try: Run qtconfig and, even though you cannot read what is written on the buttons or in the menus, go to the top left menu (which is called "File" when you can read it) and choose the topmost item in the drop-down menu (this is "Save", the one underneath being "Exit").
