It turns out that $user had a /usr/local/etc/config.site which set up  
CPPFLAGS and LDFLAGS
to find /sw/include and /sw/lib, but cdrtools 'peculiar' build system  
pulled LDFLAGS but not CPPFLAGS. Tracker item's been closed.
