It's in
"/Volumes/Mac OS X Install DVD/System/Installation/Packages/X11User.pkg".

You might be able to just use Optional Installs.mpkg in the Optional
Installs folder and just select X11 from the list when running the
installer.

There's also
"/Volumes/Mac OS X Install DVD/Optional
Installs.localized/Packages/X11SDK.pkg"
