Yes, it has gcc-4.2 and 'gcc' is a symlink to it--just like with Xcode 3.2. 
What it doesn't have is gcc-4.0, which shouldn't be an issue for 10.6 users. 
There might be a couple of ancient packages that still need it because they 
don't work with newer gcc's, but time marches on.

I've been using Xcode 4 seeds for a few weeks and never had any trouble with 
building fink packages.

If you just want to build fink packages and don't care about the IDE, Xcode 3 
is perfectly fine--and still free, though I have to say I've been shocked at 
the rage boiling on the internets at having to pay $5. Apparently 5 is the real 
number of the beast and the apocalypse is upon us.

You do get git and clang 2.0 with Xcode 4, but that doesn't matter for building 
fink packages.
