Apple's X11 server historically hasn't processed user startup settings,
including your Fink environment.  You don't have a ". /sw/bin/init.sh"
at the beginning of that script, and you're not using "/sw/bin/icewm &".

Try one or the other of those options.

Perhaps Xquartz handles what gets inherited from the user's environment
differently.
