The main new feature from a user's standpoint is that 0.31.3 adds
support for Growl from the App Store.

If you don't feel like enabling cvs just yet (I'm not sure how long
the downtime is going to be, since it's a server we don't own), you
can download an updated package description on the CVS web interface,
e.g.
