You could also change the Mirror-rsync: line in /sw/etc/fink.conf to 
point to one of the 3 mirrors that are currently working, namely

rsync://hnd.jp.asi.finkmirrors.net/finkinfo/
rsync://ber.de.eu.finkmirrors.net/finkinfo/
rsync://ams.nl.eu.finkmirrors.net/finkinfo/

None in the US, though.
