I've searched the lists, but do not find a result for this:

On a debian/ubuntu/mint/pearos system, one can make an automatic build 
from source, since fink is a port of apt-get/dpkg from debian, is this 
possible?  This is a nice thing, I remember one command to eg build the 
complete kde packages "make world".  There are similar things on a 
netbsd system, or an rpm based system...

Look here, on deb systems:

build from source for ubuntu/debian/other with for libdvdcss

apt-get -b source libdvdcss
instead of just trying to install other folks binaries!

if the source won't build, try:
apt-get -b build-dep libdvdcss
apt-get -b source libdvdcss
