Okay, I stand corrected.  This does make sense after thinking about it,
and it's an easy and useful change.

I'll update the diagnostics in the git master--they'll report that a
package only used one build job if there's a UseMaxBuildJobs: false
directive, and also not tell the user to change the number of build jobs
in such a case since there isn't any point.

The change will go out with fink-0.33 soon.
