As Alexander already mentioned, you should have downloaded the archive into
/sw/src, the directory where Fink stores the software archives. This step could
no be performed by Fink because it could find a suitable repository from its
limited list. Now that you fulfilled this step you can proceed with
sudo fink install xv
and all will become well.
